Operated by the Custody Division of the San Joaquin County Sheriff, the County Jail serves as a detaining facility for adults awaiting arraignment, trial, disposition, or who are serving sentences. Juveniles are not detained at this facility.

The County’s Criminal Justice System also endorses the development and use of alternatives to incarceration to help control the size and nature of the jail population. Inmate Programs and Recreation

Each housing unit at the facility is provided a recreation yard. Depending on the location and security level of the housing unit, there is a variety of recreational equipment available for inmate use. Organized activities like softball and soccer are supervised by the recreation staff. Religious services are offered weekly to inmates. One-on-one counseling may be arranged with any minister by way of special visits. Bibles and religious information are available in the Inmate Library.

A full-time librarian, as well as two law students, provides the inmates with library and Law Library Services. The library offers recreational reading materials, reference materials and newspapers through a check-and-return system. The law clerks provide legal reference material from the jail and County Courthouse Law Library upon request.

Academic and Vocational education programs are available through Manteca Unified School District, Adult Education Program. Qualified teachers are available at all housing units on a set schedule. This offers inmates GED programs, ESL classes, and Adult Basic Education. A computer lab is available. Other programs include Auto Body Shop training, Art in Corrections, substance abuse and rehabilitation, Creative Conflict Resolution, Parenting classes and self-esteem building.

Groups such as Alcoholics Anonymous, Narcotics Anonymous, Friends Outside, The Women’s Center of San Joaquin, and the Child Abuse Prevention Program all provide programs to inmates to help reduce recidivism.

Inmate Release Information

Many people are eligible for release prior to trial. These types of release include Misdemeanor Citation Release, Cash Bail paid by the inmate, family or friends, a Bail Bond arranged through a bail agent, or Released on Own Recognizance (OR). The inmate or their attorney can request that the court grant an OR release or reduce bail at court appearances. A sentenced inmate who conducts themselves properly may be released from custody in a variety of ways. This includes:

Sentence modification: This is granted by the sentencing judge. The inmate’s attorney can provide information about and help with the application for sentence modification.

Good time: Provided to all inmates who satisfactorily comply with reasonable rules and regulations established by the Sheriff. One day is deducted for every six days of satisfactory behavior.

Work time: Provided to all inmates who satisfactorily perform labor assigned by the Sheriff. One day is deducted for every six days of satisfactory performance in addition to Good Time earned.

County parole: Possible for all sentenced inmates unless prohibited by sentencing judge or if there are outstanding warrants for other counties, any holds pending, or there has been bad behavior. An application can be requested through Jail Records.

Alternative work Program (AWP): Inmates may be eligible to serve their time living at home and working in the community. They are assigned to work 8-10 hours a day on public works or non-profit organizations. Each day of community work counts as two days served in jail.

Work/ school furlough: Inmates wishing to continue working or attending school and have 30 or more days remaining on their sentence.

Electronic Monitoring Program (EMP): Inmates who qualify can serve their sentence at home. They must have 30 or more days left on their sentence and have a residence and phone in San Joaquin County. Repeat drug offenders, morals or violent criminals are not generally considered.

Medical and Dental Care

Health care services are available for inmates seven days a week at the facilities. These are provided by a component of the San Joaquin General Hospital, known as Correctional Health Care. Services are given in the housing units, the facility Clinic, the Medical Unit, or the Security Ward at the hospital. The inmates may also receive mental health services by request or staff referral. Some medical services will require a co-pay from the inmate. A full pharmacy is also available in the facility for prescribed medications. Over-the-counter medicines are available through the jail’s commissary.

Testing for Hepatitis, AIDS, and Tuberculosis is provided at the jail. Education and counseling about communicable diseases is also offered.
