The Los Angeles County jail system can be confusing, frustrating and scary. If you feel this way, it is for good reason. The downtown LA jail facility is one of the world’s largest jails. The County complex is referred to interchangeably as Twin Towers Jail or the Men’s Central Jail. While they are, in fact, two different jail facilities, they are within the same complex.

The Arrest, Booking, Transfer and Bail Process
The County jail complex downtown consists of the Inmate Reception Center (IRC), Twin Towers Jail and the Men’s Central Jail. It is operated by the County of Los Angeles. It houses men arrested throughout the County.
On occasion the arrestee is taken to this jail first. A majority of the time, the arrestee is taken to a local jail or police station and then transferred to the Men’s Central Jail.
I always recommend that clients bail someone out of jail at the local jail whenever possible. Because Twin Towers is such a large facility, the processing time is extended.
When an individual is arrested, they are taken into custody and booked and processed. Transfers happen either because the local jail is small and/or full and bail out is not in process or because the individual has had an initial court appearance and will remain in custody. You may avoid transfer if you start the bail bond process as soon as possible.
In any case, when transfers occur, the detainee is processed out of one facility, physically transferred and booked into the new facility. At Twin Towers, the inmate is taken initially to IRC before being “permanently housed” at Twin Towers or Men’s Central Jail. Typically, my experience is a transfer to downtown Los Angeles adds a minimum of 12 hours to the time in jail.
