The Citizens On Patrol Program (COPP) began in 1999 with just six members. Since then, the program has grown to 18 members. This program helps tie the community and police department closer together. Members of the program are trained in self-defense, drug identification, low-speed vehicle operations, canine demonstrations, dispatch, issuing parking citations, fingerprinting, report writing, traffic control, and practical application scenarios and firearms demonstration.

Anyone wanting to join the COPP volunteer program must be willing to dedicate a minimum of 16 hours a month. Each year, volunteers take part in the Shasta District Fair, Third of July, National Night Out, Redding Lighted Christmas Parade, Hot-O-Rama, Halloween patrols, and DUI checkpoints.
