LA Jail Oversight Commission Now Running

A seven-member jail oversight whose job it is to investigate claims of inmate abuse and employee misconduct is now up and running. The committee members consist of a jail safety expert, a police chief, four retired judges and a pastor.

Controversy within the Los Angeles County jails has been making headlines for most of 2011. The L.A. Times has reported there have been “numerous cases of abuse and violence by deputies, including a rookie who resigned after he was allegedly told by a supervisor to beat a mentally ill inmate”.   They further point to disciplinary action against approximately 30 inmates since 2009, many of whom were accused for beating inmates or covering up abuse by other deputies.

San Diego Sheriffs Department Offers Vacation Checks

The San Diego County Sheriff’s Department said if you are going away for the holidays, they’ve “got your back”.

More than 400 members of the Sheriff’s Senior Volunteer Patrol (SVP) will be keeping a watchful eye on people’s homes during their out‐of‐town holiday travels. San Diego DUI Checkpoints Ramped Up

The San Diego County Sheriffs Department, in conjunction with deputies and officers from the San Diego County “Avoid 14 Task Force” conducted a DUI and driver license checkpoint in the city of Poway.

It was reported that a department spokesperson said that approximately 1069 vehicles passed through the checkpoint and eight field sobriety evaluations were conducted on drivers suspected of driving under the influence of alcohol or drugs. As a result, one  arrest was made for a minor driving under the influence; one arrest was made for possession of a controlled substance, one arrest was made for possession of marijuana; two arrests were made for driving on a suspended license due to a DUI conviction; four citations were issued for driving on a suspended license and five vehicles were towed and impounded.

DUI saturation patrols were also conducted in conjunction with the main checkpoint operation, they said.  Through saturation patrol efforts four people were arrested for driving while impaired or intoxicated and four vehicles were towed and impounded. One of the arrestees was also charged with driving while on probation with a prior conviction of driving under the influence.

Going to Jail for an Unpaid Bail Bond?

Question:  Can I go to jail for not paying for my bail bond?

Answer:  Bail is regulated on a state-by-state basis, it would be best if you checked with your state’s regulation. Are you referring to a payment plan you made with the bail bondsman for the bail fee or are you referring to a bail forfeiture?  I am assuming you are speaking of a bail bond payment plan.

I do not know what state you are in, but  for the state of California, a bondsman cannot return you to jail for not making payments. However, Read more »

25 Arrested In Vista Warrant Sweep

A total of 25 people were arrested during the San Diego Sheriffs Department Holiday Watch Operation and taken to the Vista Jail. People contacted during the patrols were arrested for various types of outstanding warrants such as DUI, possession of drugs, possession of drug paraphernalia, possession of weapons and domestic violence. Others were arrested for DUI and being drunk in public.

A Sheriff’s command post was also set up outside a local theatre where a Crime Prevention Specialist and Crime Analyst talked to people about crime trends in their neighborhoods and how they can prevent becoming a target or victim of crimes.

Senior Volunteer Patrol (SVP) members also conducted directed patrols and placed notes on the hoods of more than 100 cars of people who left their doors and windows open as well as their wallets, purses, laptops, and checkbooks in plain view.

Is Bail Money Refunded if The Person Dies?

Question:  If someone who is out on bail dies, does the person who bailed them out get their money back?

Answer:  If the defendant who is deceased used a bail bondsman, the fee that  was paid to the bondsman for release is nonrefundable. If monies are still owed to the bondsman due to a payment arrangement, then the bondsman would still need to be paid.

California Jail Realignment Dips Prisoner Population

Since the Oct. 1 implementation of the California jail realignment program, reportedly approximately 8,000 fewer incarcerates are being housed in California prisons.

Many jails, however, are still detaining more than twice the capacity of inmates they were designed for.  At current, California is housing approximately 135,000 inmates.  Although this is a marked reduction from the 173,000 inmates being detained in 2006, the U.S. Supreme Court said that still-overcrowded conditions are inhibiting prisoners from receiving adequate and basic health care.

As a means of reducing state prison populations non-violent, non-serious and non-sexual offenders have begun being transferred from state to county facilities.  This has prompted county law enforcement officials to begin releasing some less-serious offending inmates earlier than originally anticipated. Sheriffs officials from throughout the state, including at the Los Angeles County Jail. LA Sheriff Lee Baca has said they are further considering other methodologies of keeping county prison populations under control, including early release with ankle-GPS bracelet monitoring and in some cases, house arrest programs.

Old SD Police Station Renovation Approved

It has reported that the Port of San Diego voted to allow an old police station near Seaport Village in Downtown San Diego to be renovated.

The station was first built in the 1930s and served as the San Diego Police Department headquarters until 1987.  Since that time, however, the property has been vacant.   The developer, Terramar Retail Centers, successfully pitched a $40 million plan which would make the property “more attractive to lure restaurateurs and retail stores”.

Reportedly, said that groundbreaking is expected to take place in March 2012 with completion of the projected forecast for 2013.
